The choice is rarely about capability. Both tiers run the same GPT-5.2 family and both give every seat ChatGPT and Codex. The question is whether your organization is required to prove how access is granted and revoked.

- SCIM provisioning. Business manages seats by hand; Enterprise syncs them from your identity provider. For an organization above roughly fifty people this stops being a convenience and starts being an audit finding.
- Audit logs and the Compliance API. Enterprise exposes usage and administrative events programmatically. Business does not.
- Data residency and retention controls. Enterprise lets you set where conversations live and how long they are kept. Business inherits OpenAI’s defaults, which already exclude training on business data.
- Role-based access control and domain verification. Enterprise separates administrators from members with granular roles.
- 128K context and GPT-5.2 Pro. Business runs a 32K window on the standard GPT-5.2 models.
Which One To Pick
Pick Business if you are a team rather than an enterprise: no SCIM requirement, no auditor asking for access logs, and a headcount you can manage manually. It is the cheapest way to put governed ChatGPT and Codex in front of a whole team, and the seat price is low enough that it competes with buying individual plans.
Pick Enterprise if a compliance obligation names the features above, if you need the 128K window for long-document work, or if your identity team will not accept manual provisioning. Do not pick it for capacity alone: ChatGPT Pro gives an individual heavy user far more throughput without a contract.
